Background
On 5 March 1991, Trooper Carlos "Charlie" Ray Warren was mercilessly shot in the back three times by David Madrigal. Madrigal drove away and left Trooper Warren there to die in a pool of his own blood, at a rest stop just outside of Austin, Texas. After Madrigal had murdered Trooper Warren, he fled the scene only to be stopped in San Antonio for not wearing a seat belt. When he was pulled over there, Madrigal attempted to murder a second law enforcement officer who thankfully was not injured, but managed to return fire and apprehend the suspect.

The night that Trooper Warren was killed, he left behind two beautiful daughters’ ages 7 and 11, a mother, a brother and many other family members and friends. It has been 17 years since the murder of Trooper Warren and those who knew and loved him still live with the devastation of this crime. Just when some family members are beginning to find a semblance of peace, they are now having to relive the horror of Trooper Warrens murder as they work to protest the early release of his murderer.

David Madrigal was convicted of Capital Murder (99 year sentence) and Aggravated Kidnapping (20 year sentence) in Travis County. Madrigal was also convicted of Attempted Capital Murder (70 year sentence) in Bexar County. The courts ordered these sentences to run concurrently. After only 17 years, Madrigal is already in the parole review process. This is a slap in the face to Trooper Warren's family and to all the people of Texas. Please help us keep him in prison for the rest of his unnatural life by protesting his parole.

Please DO NOT grant parole to David Madrigal. As a concerned citizen, I am writing to protest the projected parole. On March 5, 1991, David Madrigal brutally shot and killed State Trooper Carlos "Charlie" Ray Warren in Travis County, then attempted to murder another law enforcement officer in Bexar County. By his actions, Madrigal has shown that he has no regard for human life. The nature of Madrigal's crimes should preclude any consideration for early release. Justice for Trooper Warren's family and the people of Texas demands that Madrigal be made to spend every day of his sentence behind bars.

In addition, to lessen the emotional trauma the parole review process has on the victim's family, please consider a five year set-off for any future parole reviews.
