Dear Board Members:

On October 29, 2004 Manuel Monreal, along with his brother Jose Shofa Monreal Jr., murdered 30 year old Bernardino (Bernie) Banos. They stabbed Bernie 57 times using knives, a hammer and an ax. They then buried Bernie's body in a shallow grave two blocks from their residence. Manuel Monreal was sentence to 10 years in prison for this heineous murder. He also faced an additional felony charge in Liberty County of evidence tampering. Due to the violent nature of this crime, and the lenient sentence he received, justice demands that Manuel Monreal be made to spend every day of his sentence in prison.

To lessen the future emotional trauma associated with the parole review process for the victim's family, please grant "the maximum set-off" for future reviews. Thank you for your consideration.
