Background
In October 1992, Gary Wayne Sheppard was sentenced to a life sentence for the aggravated sexual assault with a deadly weapon of a young woman in Houston, Texas. He also received a 30 year sentence (to run concurrently) for Burglary of a Habitation with Intent to Commit Sexual Assault. Sheppard is currently in parole review.

Newspaper accounts refer to Sheppard as the Lingerie Rapist and the Stalker Rapist. The FBI investigated him as a serial rapist. Sheppard methodically stalked his victims and kept a diary of potential victims which included their photographs, home addresses, phone numbers and maps. After Sheppard's arrest, investigators found in his "rape kit", his diary; over 200 pieces of lingerie (some he took from victims - some he intended to use on future victims); maps with notations, binoculars; gloves; rope; handcuffs; knives; and a gun. The most eye-catching item was a book containing pictures of women clipped from newspapers, including felony prosecutor Denise Dryer Nasar, City Councilwoman Gracie Saenz and many others. Some photos were accompanied by scribbled notes that said, "I want her," and "not in '91 phone book." After hearing the testimony of one of his victims during the sentencing hearing, Sheppard stated that he deserves punishment to ensure that "I will never do this again." We agree. Please help keep Sheppard in prison for the rest of his life where he belongs.

As a concerned citizen, I am writing to request that you DO NOT GRANT PAROLE to Gary Wayne Sheppard, TDCJ-ID# 00632527. Sheppard received a life sentence for Aggravated Sexual Assault with a Deadly Weapon, and 30 years for Burglary of a Habitation with Intent to Commit Sexual Assault. The brutal nature of his crimes and his clear intent to commit other crimes shows that Sheppard must be prevented from preying on other victims. Sheppard himself stated that he deserves punishment to ensure that "I will never do this again." In the interests of public safety, justice demands that Sheppard be made to spend his entire sentence in prison. To lessen the emotional trauma for Sheppard's victims, please consider a five year set off for future parole reviews.
