Background
Mark Phillip Turner is a four time convicted child predator. He has been convicted in Texas (1971), Kansas (1983), California (1990) and back in Texas (1991). All convictions are related to sex crimes against children. Turner’s last conviction was for one count of sexual performance by a child. He received a 40 year sentence. On July 7, 2006 after serving only 15 years, Turner was released. After sending a threatening email to two of his victims, Turner’s parole was revoked on September 11, 2006. By reading his email, it is obvious to all that this is not a rehabilitated sex offender and given the opportunity he will hurt more children.

Dear Board Members:
Please DO NOT grant parole to Mark Phillip Turner. As a concerned citizen, I am writing to protest the projected parole. On March 30, 1971 Turner was sentenced to 3 years for three counts of "Fondling the sexual parts of a female child under the age of 14 years with lascivious intent" in Dallas County. Served term concurrently; therefore, after 1 year in prison he received a pardon from Governor Adolph Briscoe. On August 1, 1983 Turner was sentenced to 6 years for two counts of "Sexual Exploitation of a Child" and 1 count "Prostitution" in Johnson County, Kansas. On August 2, 1990 Turner was sentenced to 3 years for one count of "Lascivious acts with a child" in Los Angeles County California. On May 24, 1991 Turner was sentenced to 40 years for 1 count of "Sexual Performance by a Child" in Lubbock, Texas. There were 2 counts but Lubbock DA plea bargained down to 1 count. Turner was released on his last conviction July 7, 2006 only to have his parole revoked on September 11, 2006 for misuse of the internet. The violation does not tell the true story as his revocation was the result of sending a threatening email to two of his victims who could not press charges because they were outside of the statute of limitations (email can be read at TheirVoice.org, "Into the Mind of a Pedophile").
Please help to facilitate public safety and justice by denying parole for Mark Phillip Turner. In addition, to protect children who may come into contact with Turner if he is released, we ask that the Parole Board require Turner to spend the maximum time allowed before being released under the mandatory release laws.
