Background


Wigley broke into the home of Ellen Duwe, now Ellen Halbert, where he remained hidden in the attic for two days. On the morning of August 29, 1986, Wigley emerged from her attic and surprised Ellen in her bathroom. He was dressed in a Ninja suit, with everything covered but his eyes. During the next several hours, Wigley raped, tortured and tried to murder Ellen Halbert. After he raped her, he stabbed her four times: once in the chest, two times in the back of her neck and he hammered a knife into her skull. In between the stabbings, he beat her at least ten times in the head with a hammer and left her for dead on the floor of her bathroom. Wigley kept checking her pulse to see if she was dead, and only after he thought that she was dead did Wigley finally leave.

Wigley was arrested later that day while trying to cash checks that he had forced Ellen to write before trying to kill her.

It is clear that Wigley presents a continuing danger to society. His crime was obviously premeditated; he had plenty of time to plan his attack during the two days that he lurked in the attic of Ellen's home. Wigley was convicted of aggravated robbery. For his crime Wigley sentenced to life in prison and that exactly where he needs to spend his entire life.

Please DO NOT grant parole to Troy Wigley. Troy Wigley should be made to spend every day of life off our streets and behind bars. He should not be given the freedom to torture and rape another woman. Please help to facilitate public safety and justice by denying parole for Troy Wigley.

In addition, to lessen the trauma for the victims, please consider a three year set-off before future parole reviews.
